Many a times they are working as caddies of retired police and government officials.

While India’s armed forces heroically punished the planners and masterminds of dastardly attack on tourists in Baisaran valley of Pahalgam, South Kashmir by carrying out surgical and retaliatory strikes in Pakistan occupied Kashmir and mainland Pakistan.

J&K Police is yet to bring actual perpetrators of the crime to justice. India still seeks answers why there was no police presence in Baisaran valley, an area in South Kashmir, which is prone to terrorist threats. Some of the pictures and videos shot today on 13th May 2025, if I may show you has answer to this.

You will be shocked to see where J&K police personnel are deployed and what are the duties they performing! Yes, they are in the golf course. They are not playing golf but they are also certainly not on duty to protect common man. Then you may ask what are they doing. Let me answer for you. Many a times they are working as caddies of retired police and government officials.

For those who are not much familier with Golf, caddie is a person who carries a golfer’s clubs and provides other assistance during a match. Some of these Retd police  officers employ these PSOs as caddies to save ₹250/- for 9 holes.

According to my sources the same happening here. Today on 13 May morning (at around 7.30 AM) ex DGP JKP Mr Kuldeep Khuda was seen playing golf employing 3 PSOs.

Others who have been seen playing golf employing their PSOs are: Mr Dilbagh Singh, ex DGP JKP, ⁠Mr SP Vaid, ex DGP JKP. And the list does not ends here!  As per reliable information every ex JKP officer above Senior Suprintendent of Police is authorised PSOs after retirement. While Retired SSP is authorised 2 PSOs, higher the rank more the PSOs.

It is utter shock if not some of these Retd police  officers employ these PSOs as caddies to save ₹250/- for 9 holes. The story does not stops here, serving govt officers (IAS and J&K Administrative Service also employ govt servants as caddies in Jammy Tawi Golf Course.

While the posters of alleged perpetrators of the Pahalgam terrorist attack has surfaced, it remains unanswered till now why police were not deployed at Baisaran valley where 25 Indians and 1 Nepali citizens were killed in terrorist attack on April 22nd. Moreover, it must be answered if hunt for those terrorists is important or deployment of police PSOs as caddies.

For your information, as per sources, authorities have identified four individuals believed to be involved in the attack: two Pakistani nationals, Ali Bhai (alias Talha) and Asif Fauji, and two local residents from Jammu and Kashmir, Adil Hussain Thoker and Ahsan. The Jammu and Kashmir Police have released photographs of three suspects and announced a cash reward of ₹20 lakh for credible information leading to their arrest. Every bit to nab these terrorist should be done as India’s resolve to hunt and punish terrorist is at stake.

As of today, as far as I know, the Jammu and Kashmir government continues to provide personal security officers (PSOs) to retired police officers based on threat assessments. Should there not be a security threat assessment and review of retired Government and police officials.

In 2024, the Jammu and Kashmir administration withdrew security cover from 57 VIPs, including retired police officials. In 2022, a security audit led to the withdrawal of excess security cover from various individuals, including retired police officers, judges, and politicians.

Earlier, till 2018, thousands of SPOs were deployed as PSOs of these Government officials. But in 2018, the Jammu and Kashmir Police issued a directive stating that Special Police Officers (SPOs) should not be deployed as PSOs for protected individuals. The order came after an SPO, Adil Bashir, decamped with 7 AK-rifles and a pistol from the PDP MLA, Aijaz Ahmad Mir’s residence at Jawahar Nagar area of uptown Srinagar on Friday last. The PDP MLA was out of State when the loot took place.

Now at least, in the wake of Pahalgam attack, Union Government should take note of such irrational deployments of PSOs. Providing security to officials, who face real threat including police and Government is important but think of those intelligence officials who have put their lives on stakes but never considered for security.
